New Business Leads Chicago: Vendor Guide
By Metro Leads Daily Research · Updated October 23, 2026
A new business license is one of the few public signals that comes before a business has picked its vendors. A new restaurant or shop still needs cleaning, pest control, signs, security, internet and maintenance, and many of those turn into recurring contracts.
The City of Chicago publishes business licenses as open data (dataset r5kz-chrr). From Sep 23 to Oct 23, 2026, new issues included about 129 Limited Business, 73 Retail Food and 60 Regulated Business licenses, plus short-lived Pop-Up and Special Event licenses. Restaurant owners and food suppliers should read Chicago New Business License Leads: Reach New Restaurants First. This guide is for service vendors selling to any new business.
Why a new business is the best time to win a vendor contract
Commercial cleaning sales guides single out new openings and moves as the strongest signals. There's no incumbent vendor yet, and the decision gets made within weeks (Wisemation). Industry coaching makes the same point: pick an ideal client profile, then find out who decides before you ask to bid (Cleaning & Maintenance Management).
Which vendors should watch new Chicago business licenses
| Service | Best license types | Pitch |
|---|---|---|
| Commercial cleaning | Retail Food, Limited Business, Regulated | Pre-opening deep clean plus a weekly plan |
| Pest control | Retail Food | Food businesses usually need a pest control contract |
| Hood and refrigeration service | Retail Food | Hood and walk-in maintenance plans |
| Signs and graphics | Any storefront | Window vinyl, hours and blade signs |
| Security, cameras, access | Retail, Regulated | Install before opening day |
| IT, POS, low-voltage | Retail Food, Limited Business | Network and POS wiring |
Skip Pop-Up and Special Event licenses for recurring services.
Timing: the first two weeks
Right after licensing, the owner is buying everything at once. After opening, pitch a switch only if you can fix a visible problem. A sign permit at the same address is a good sign the build-out is nearly done. Use Chicago Permit Stages for Contractors to time it.

Outreach that works
- Contact the business, not the person. The license gives you a business name and address, so use the business's own public phone number or website.
- Ask who decides. "Are you the right person for cleaning? If not, who is?"
- Lead with their opening. "Congrats on the new spot on [street]."
- Make one concrete offer with a price or a date.
- Stop by once, briefly, during business hours, if you serve the area.
Email (B2B, CAN-SPAM compliant). Subject: Cleaning for [Business] before you open. "Hi, congrats on the new license for [Business] on [street]. We handle pre-opening and weekly cleaning for shops in [neighborhood]. Want a quote for this week? Reply yes and I'll send it. [Name], [Company], [business postal address]. Reply stop and we won't email again."
How Metro Leads Daily helps vendors
New restaurant and food business licenses come in each morning next to permits. Filter by neighborhood, ZIP or radius, claim the ones you'll work, set reminders for a follow-up, and export the CSV archive to plan routes. The all-trades plan includes every trade plus the Command Center and the Monday recap. If you also sell to contractors, see Chicago Building Permit Leads for Subs and Roofing Leads in Chicago.
Compliance: stay white-hat
- Permit data is not a contact list. It shows the address, the scope, the reported cost and the contractors on file, not homeowner phone numbers or emails. Contact contractors through their public business lines, and contact property owners by mail.
- Phone calls. Calls to consumers fall under the FTC's Telemarketing Sales Rule: scrub against the National Do Not Call Registry and keep your own do-not-call list. Most business-to-business calls are exempt, but if anyone asks you not to call again, put them on your list. Source: FTC, Complying with the Telemarketing Sales Rule.
- Email. CAN-SPAM has no B2B exception. Your sender and subject line must be accurate, the email must include a valid postal address and a clear way to opt out, and you have to honor opt-outs within 10 business days. Source: FTC, CAN-SPAM Act compliance guide.
- Door hangers and mailboxes. Unstamped flyers can't go in, on or hanging from a mailbox. Door slots are excluded (USPS Domestic Mail Manual 508). Local solicitation rules vary, so check them, respect "No Soliciting" signs, and never walk onto an active construction site.

Questions
Where can I find a list of new businesses in Chicago?
The City of Chicago publishes business licenses as open data. Metro Leads Daily delivers new restaurant and food business licenses each morning, sorted next to permits.
What should a commercial cleaner pitch a new business?
One concrete offer tied to the opening, such as a pre-opening deep clean with a price and a date, then a recurring plan. Ask who makes the decision before you ask to bid.
Can I cold email a new business?
Yes, if you follow CAN-SPAM: an accurate sender and subject line, a valid postal address and a working opt-out that you honor within 10 business days.
Which license types are worth skipping?
Pop-up and special-event licenses are short-lived by design, so they rarely turn into recurring service contracts.
